Is it Really a Justice Park?

In the second episode of Black mirror named White Bear. We get introduced to what seems to be a hostage named Victoria. At first we know her as a women who has lost her memory and is being recorded while a masked man is trying to kill her not knowing the reason why.  Throughout the episode, people are surrounding her and recording her with their cellphones and giggling trying to get every angle. Even kids are part of this doing. Which brings even more confusion to the audience. The twist to this film is that in the end, we have the film's revilement and discover that not only is Victoria a criminal but she is the main character of a "amusement park" named White Bear where people all over the world come and see criminals get punished, in this case, Victoria.

WHITE BEAR JUSTICE PARK

I believe there is a serious issue with this film because we see in the film that Victoria is a person who has kidnapped a young girl and tortured her and even killed her spouse. We learn that she has not only been punished once, but definitely more than once due to the amount of days checked off on a calendar that is hung on her wall. It is obvious that the people in charge of the white bear park are doing this to criminals to teach them a lesson. BUT are they really punishing them in an effective matter? She's supposedly being tortured in public, which I guess is a state of empathy, though it's ever explored. But she isn't even aware enough to be tortured. Mostly, she's just confused, led through a maze of random scenes of very little significance. From my understanding, Victoria is punished with the same routine that they have been doing since day one. We know this because at the end, we get an introduction from each of the actors and how each actor has a time limit for everything done.  We also know that Victoria memory is erased in every play. With that being said, Victoria cannot remember the punishment that has been done to her no matter what. Every time, a weird signal is displayed on the television and Victoria seems to have forgotten everything. So is the White bear Park only there for the producer’s and audience’s amusement or just an easy way to earn money? Why is the punishment only taken so far, why don’t they just kill Victoria instead of haunting her?
